Where: china
When: 21st century

I rented a room to live in.
I got a bill to pay for the water and electricity.
According to the bill, there were 2 tons of water I should pay. But the water meter showed I only used 0.4 tons of water.
I refused to pay.
The real estate agent shouted, “You used water. Don’t you want to pay?”
I told him that I only used 0.4 tons (30.2-29.8), not 2 tons.
He shouted, “30-29.8=1, 30.2-30=1, sum up, it is 2.”
I asked why it wasn’t 0.4?
“Because your attitude was bad. You didn’t want to pay for the water. If your attitude was good, even if you used 50 tons, I wont charge you!”
And he said to a bystander, “I don’t mind money. If his attitude was good, even if 500 Yuan, it is nothing for me, I wont charge. But his attitude was bad (so I should charge him 2 tons).”
In the end, I paid for 1 ton of water.

Questions,
Which one happened earlier? His offensive or my resistance?
If my attitude was good, instead of 0.4 tons, I should have paid 2 tons of water. How could he not charge me if 50 tons?

The real estate agent is a typical Han Chinese, which offend others and slander others to be right, and to make the victim to be wrong. Extremely hypocritical!
